
HOW TO APPLY - INSTRUCTIONS
(subject to amendments in joint calls)

Who is eligible to apply?
Research teams as well as sectoral operators may apply for project funding from CERBOF. The signatory (the main applicant) must be a legal person. The project leader should sign up as contact person.

What kind of projects qualify?
The CERBOF programme spans over all phases from construction to management. All sorts of buildings are covered, as are technical as well as user related issues. Indoor environmental quality is a prioritized issue, to be taken into consideration in all projects in which the results may have an impact on it.

When to apply?
CERBOF's activities are sectioned in two main topics:
- Behaviour, processes and control mechanisms
- The building as an energy system
Calls for project proposals will be published on both themes. Specific priority topics will be defined in each call.

How much?
CERBOF's maximum co-financing rate is 40 per cent of the total budget of a project. In other words, in order to qualify for support from CERBOF, a project must be co-funded to 60 per cent by sectoral participants.

Time plan
- A call is published, and open for some three (3) months.
- Granting decisions (conditional) are communicated to applicants approximately one (1) month after the deadline (last day of application).
- Final announcement of the projects chosen for funding is published when grantees have submitted conclusive co-funding contracts. Co-funding contracts are to be forwarded no later than three (3) months after the conditional granting decisions (a deadline is indicated in the call at hand).

Submission of application
The application for project funding from CERBOF is made electronically, online, via the website of CERBOF. Detailed instructions on how to submit (store) the application can be found on the page "Ansökan" (in Swedish only); the application form itself. What follows here is information about the contents of the application.
The application is submitted electronically by saving it on the so-called "Customer area" on CERBOF's website (Kundarean). The project leader will then receive a registration number and a user name and password to the "Customer area" via e-mail.
It is possible to start filling in the form, to store it in the Customer area, and resume completing it at a later occasion.
The application for project funding from CERBOF consists of the electronic application form, an appended project description of no more than eight (8) pages, and an outline of the co-funding arrangement. Read more about the appendices/ templates below.
Application form
The electronic application form is available on the page "Ansökan" (in Swedish only). It works as a "cover letter" to the required appendixes with the project description and the outline of the co-funding arrangement ("Projektbeskrivning" and "Samfinansieringsplan"; in Swedish only).
Project description
The detailed project description is to be made in the MS Word document "Projektbeskrivning", which is to be attached to the electronic application form.
In the document/ template "Projektbeskrivning" the applicant is asked to indicated the following information:
1. Project title (in Swedish and in English) 2. Project timetable (6 - 30 months) 3. Project leader and applying organisation (contact information) 4. Budget (brief summary of expenditures and funding plan) 5. Summary/ abstract (in Swedish and in English) 6. Background (state of current knowledge, research question, etc) 7. Project plan 8. Project participants and organisation (brief CV data) 9. Plan for dissemination of results
The project description must not exceed a total of eight (8) pages.
Co-financing plan
The co-funding arrangement for the project is to be made in the Excel document "Samfinansieringsplan", which is to be stored online in the "Customer area" on CERBOF's website.
Conclusive co-funding contracts are to be submitted to CERBOF no later than three (3) months after the conditional granting decisions.

Volume and co-financing requisites
In order to qualify for funding from CERBOF, a project must have a duration of between 6 and 30 months. CERBOF will fund up to 40 per cent of the total project budget. Co-financing will have to be secured for no less than 60 per cent of the total budget. In exceptional cases, a 50-50 scheme may be applied.
The term co-financing refers to cash and in-kind (non-monetary) support from at least one sector player. No less than 20 per cent of the co-financing must be cash funding. The applicant cannot be the sole co-financer. R&D funds from national research councils or agencies cannot be counted as required co-financing contributions.
Project funding from CERBOF may be utilized as national (Swedish) co-financing in international and European projects (NB: max 75 % public funding)

Programme cost
The term programme cost refers to the total operational cost of the CERBOF programme. A total of 40 per cent of this cost is covered by the Swedish Energy Agency. The remaining 60 per cent are to be covered by co-financers. The co-financers' share is 5 per cent of a project's required co-financing budget, which will be billed the recipient of the CERBOF grant, or by request, the co-financers directly.

Evaluation
Applications that meet the formal requirements of the current call and the general criteria of the CERBOF funding scheme are submitted to evluation by one of CERBOF's two preparation committees (in Swedish: beredningsgrupp). The committees consist of 6 (or more) Swedish/ Nordic experts in one of the two subject areas of the CERBOF programme:

- The building as an energy system
