Projektbeskrivning

Projektet syftar till att kartlägga och analysera genomförda energideklarationer samt energideklaranternas metodik. Målet är att ge förslag till förbättringar av regelverket gällande energideklaration av byggnader.

Inom projektet skall metoder för energideklarationer av flerbostadshus identifieras och korreleras mot aktörernas kompetensnivå inom det energitekniska området. Arbetshypotesen är att bristande kompetens korrelerar med bristande engagemang och utformning av arbetsmetod, t.ex. frånvaron av besiktning av byggnaden i utförd energideklaration.

Projektet genomförs i fem huvudsakliga steg.

1. Kartläggning av genomförda deklarationer

Det kan vara av intresse att studera vilka åtgärder som energideklaratörerna föreslår. Finns relation mellan energideklaratörens bakgrund och åtgärdernas natur? Består förslagen av effektivisering av befintliga installationer eller ligger tyngdpunkten på nyinstallationer och förbättringar av byggnadsskalet? Är åtgärdsförslagen mer inriktade mot värmeanvändning eller elanvändning. Vilken kostnadsbild är förknippad med föreslagna åtgärder och vilka indata används i de ekonomika kalkylerna för att påvisa att åtgärderna är realistiska ur kostnadssynpunkt? Hur stor del av energianvändningen kan reduceras och är potentialen störst på värme eller elsidan? Arbetet utförs i huvudsak med assistans av Boverket.

2. Utvärdering av föreslagna energiåtgärder
I varje energideklaration skall ett antal energitekniska åtgärder föreslås för minskad energianvändning i byggnaden. I denna fas studeras flera av de vanligast föreslagna åtgärderna ur ett energitekniskt, ekonomiskt samt samhälleligt perspektiv. Hur bra är dessa föreslagna åtgärder egentligen, vilka förväntningar på utfall kan Boverket faktiskt förvänta sig egentligen? Vidare är det också intressant att jämföra föreslagna energiåtgärder mot vilken potential som respektive åtgärd har i Sverige.

3. Utvärdering av energideklarantens kompetens

Ett antal registrerade energideklarationer i Boverkets databas väljs ut. Energideklarantens kvalitétsmanual studeras vilket avser att ge en bild av det specifika företagets metodik. Vidare rimlighetsbedöms genomförda deklarationer mot bakgrund av företagets kvalitétsmanual. Energideklaranten intervjuas även för att även erhålla deras syn och erfarenheter. Dessutom genomförs några energideklarationer enligt Boverkets föreslagna metodik (Energideklarationer av flerbostadshus – Förslag till svensk metodik) och utfallet jämförs och analyseras med företagets energideklaration.

4. Utvärdering av genomförda föreslagna energiåtgärder

I varje energideklaration skall ett antal energitekniska åtgärder föreslås för minskad energianvändning i byggnaden. Dessa finns det inget krav att genomföra. Men de som har genomförts, hur bra var de egentligen? Denna del av projektet fokuserar på genomförda åtgärder och dess utfall i form av energieffektivitet. Syftet är här att studera om föreslagen som är obligatorium i energideklarationen leder till en faktisk minskad energianvändning i byggnader. Kan det finnas korrelation mellan utfall av åtgärder och resultaten från första delen i det föreslagna projektet.

5. Förslag till förbättringar av regelverket gällande energideklaration av dessa byggnader

Baserat på resultaten från del 1 till del 4 utarbetas tillsammans med Boverket i denna del av projektet förslag och rekommendationer till förändringar som kan vara aktuella vid en eventuell framtida uppdatering av riktlinjer för energideklaration, speciellt gällande kompetenskrav för utförarna av energideklarationer.

Outcome and method development of energy declarations in built environment

This project aims at delineating and analyzing energy declarations made and the applied methods of the of the company carrying out the energy declaration. The goal is to be able to suggest improvement of the frame work regarding energy declarations of buildings.

Within the project different methods used for energy declarations will be identified and correlated against the competens level the of players in the market. The hypothesis is that inadequate competence skills correlate against inadequate commitment and working methods, e.g. absence of inspection of the building.

The project is divided into five main steps:

1. Initial survey of performed energy audit

It would be interesing studying the suggested measure in the so far performed energy audits. Is there an correlation between the background of the performer of the energy audit and the nature of the suggested measures? Is most measures focusing on increased efficiency of the installations in the building, or is focus on new installations and improvements of the building structure? Are the suggested measures directed towards efficiency in heating equipment or towards electrical use? What are the associated costs regarding the suggested measures, and what are the input into the finacial estimations conducted, in order to show the feasability of suggested measures. How large portion of energy use is possible to reduce and is the potential largest on heating or electrical use? The main work is carried out by KTH with the assistance of Boverket.

2. Evaluation of measures suggested

In each filed energy audit, there should be a number of suggestions on improvement of the building in order to decrease its energy use. In this phase of the project, several of the most common suggestions are evaluated from a energy technical point of view, from an financial point of view, as well as from an overal governmental perspective. How good are these suggested actions, what are the reasonable expections that Boverket could have on these actions? It should also be interesting to compare suggested actions against the potential of the action in the Swedish built environment.

3. Evaluation of company filing an energy audit

A number of carried out energy audits filed in the database of Boverket are selected. The quality manual of the filing company of evaluated in order to deduce the company’s method. The filed declaration is assessed against the filing company’s quality manual. Interviews of the companies filing the declarations are conducted in order to asses their experience and point of view. In addition, a energy declaration of some of the selected buildings are carried out within the project, using the proposed method of Boverket. The outcome of this declaration is compared with the filed declaration of the company.

4. Evaluation of implemented energy efficient actions

In every filed energy declaration there should be a number of suggestions on improvement of the building in order to decrease its energy use. There are no regulations saying these should be implemented in the building; however those which were implemented, how good were they really? This part of the project focuses on the implemented suggestions of energy efficient actions in the building and assesses its outcome in terms of energy efficiency. The purpose is to evaluate whether the suggestions of energy efficient measures required in all filed energy declarations is leading to a decrease of the building energy use. Is there an correlation between the outcome of the implemented actions and the obtained results from part 1 of the proposed research project?

5. Proposals for improvements of the frame work of energy declarations in buildings

Based upon results obtained in parts 1 thru 4, part 5 will focus on improvement and recommendations for the frame work regarding competence levels of the executers of energy declarations This part of the project is carried out in close collaboration with Boverket.
